Unranked means the account is eligible for ranked but has not played its placement games this season. Everything on this shelf is level 30 or above — the requirement is met, the ladder simply has not started.
It is the one rank state that is defined by what has not happened rather than by what has.
Because the hidden rating is clean. On a ranked account you inherit the previous owner's standing and the matchmaker uses it from your first game; on an unranked one your own placements decide where you land. If you want to find out where you actually belong, this is the only honest way to do it.
It also removes the mismatch that makes bought ranks disappointing. A Diamond account played by a Gold player loses until the rating corrects, and the correction is unpleasant. An unranked account never puts you in that position — it starts you at your level and lets you climb from there.
The trade-off is time: ten placement games plus the climb, instead of arriving at a rank. What you get back is a rating that reflects you rather than somebody else, which matters more the longer you intend to play the account.
