The signature weapon is that resonator's own five-star weapon from the weapon banner — a separate pull, a separate spend, and on most damage dealers a bigger step than the next sequence. A resonator listed with its signature is a different item from the same name without one.
Union Level is the number that looks most like a price and drives it least. It climbs by itself as the account is played, so a high level over standard-banner units is a cheap account, and a low level with a pair of limited resonators and their signatures is not. Read the roster first, the level second, and only then the rest.
On starter accounts one more thing counts: Astrite still unspent and the novice convene still unused — that is what a reroll buyer is actually paying for, and on a played account it is a footnote. Full access last, and it is not optional. A Kuro account is an email and a password, possibly with Google, Apple or PlayStation Network logins attached. Full access here means the email changes to yours and every login the previous owner attached comes off — the card says whether the email changes; the attached logins you check on the first sign-in.
Region if it is not Europe, then the resonator you are buying for, then the level — each slice carries its own live median, so you compare like with like instead of against the whole shelf.
