Prime is the single line on a Counter-Strike listing that changes the experience more than the inventory does. Here is what it actually gates.
It separates the matchmaking pool. Prime accounts are matched with other Prime accounts; everything else shares lobbies with fresh registrations — which is where new cheating accounts land, because they are the cheapest to replace when banned.
That is the whole mechanism. It does not make you match against better players, and it does not remove cheaters entirely. It raises the cost of being one in your lobby, and cost is what actually thins them out.
Prime also gates access to some drops and to the ranked ecosystem the way most players expect it to work.
Two routes:
The second is cheaper only when the account brings something else with it — an established rank, playtime that will not look suspicious, an inventory. A bare account with Prime and nothing else is not obviously better value than buying the upgrade yourself.

Rank, if any. An account sold as "high rank" without the rank printed on the card is worth skipping — see why the rank you buy plays differently than the rank you earn.
Inventory value in money, not in item count. Twenty cheap skins and one knife are the same "twenty-one items" and very different accounts. Our CS2 price statistics show the spread from live listings.
Whether the previous owner can still trade items away. This is the CS2-specific risk: skins can leave the account after the sale looks complete. What protects you is not the screenshot but escrow — money reaches the seller only after you confirm the account and its contents.
Valve's terms forbid account transfers, and Prime does not change that. What Prime changes is the quality of your games. If you are buying to play seriously, it is the field on the card worth reading first; if you are buying an inventory to trade, it matters less than the items themselves.
