No. The bundle was how the outfit was granted, not a condition for wearing it. Once it is in the locker it works on any platform the account plays on.
Can Epic re-release it?

Double Helix never had a price in Fortnite. It came with the Nintendo Switch console bundle in 2018 — buy the hardware, get the outfit — which means the supply was however many of those boxes were sold and redeemed, and nothing has been added since.
