A Steam account is a mailbox plus Steam Guard, and Valve's support returns accounts to whoever proves they created them — that is the whole risk of selling one. You cannot move games between Steam accounts and you cannot merge two, but everything that holds an account — the email, the phone, the mobile authenticator, the authorized devices, the family — can be changed, and each change has a rule and a waiting period. Steam returns an account not to whoever holds the email and password, but to whoever proves ownership: CD keys, payment details, the first email, the account name.
