A card from your own country meets the region check, and the store's answer to a mismatch is to offer to move the account to where you are, at your prices.
So an Indonesian account is a tool, not a discount by itself. Buyers who make it work use local wallets or Indonesian gift-card resellers and keep the account's region steady; buyers who expect their own card to work get an account that plays everything it owns and buys nothing new at the low price. Both are honest outcomes — decide which one you are before paying.
What the account already owns is unaffected by any of this. The library on the card is playable anywhere, the price you see is for that library, and the Steam-side rules — full access with the email, the trade hold after a new authenticator — are the same as on the [main Steam shelf](/steam/all).
