Can I still buy Rocket League on Steam?
No. It was removed from sale in September 2020 when the game went free on the Epic Games Store. Accounts that owned it before keep it, and those are the only Steam copies that exist.
Does the Steam copy link to Epic?
Rocket League accounts are linked to an Epic account for cross-progression; the Steam login is one platform under it. What you buy is the Steam side — check whether the Epic link comes with the account or can be set to your own.

Steam accounts whose library names Rocket League. The game left the Steam store in 2020 when it went free-to-play on the Epic Games Store — an account that owns it on Steam bought it before that date, and no new Steam copy has existed since.
