Is the account premium?
If it bought TF2 before June 2011 or has ever bought anything in the in-game store, yes, permanently. The card shows the registration date; a pre-2011 account with the flag is premium by construction.
Do the hats and unusuals come with it?
They are Steam inventory items and stay with the account. Selling them on waits out the trade hold after you replace the authenticator; wearing them does not.
Can a bought TF2 account be VAC-banned?

Steam accounts that have Team Fortress 2 in the library — a flag from the account data, not a word in the seller's title. TF2 has been free since June 2011, so the flag alone says the game was added; what it is worth depends on when.
Most accounts on this shelf are old ones. On 6 September 2026 they were 72 of 1 544 Steam listings with a median of $42 against $13 for the shelf — a library that includes TF2 usually includes the Orange Box era around it.
One word: premium. A free TF2 account has a smaller backpack, cannot trade most items or craft rare ones, and drops fewer of them. Premium is granted by any purchase in the game's store, and every account that bought the game before it went free — the Orange Box, the standalone — is premium for good. The status is what the search 'tf2 premium account' is about, and it is the first thing to check on the card.
The second thing is the backpack. TF2 items are Steam inventory: hats, unusuals, keys and metal leave with the account, and on old accounts they are often worth more than the games.
